There are breeds that are working to become an ARBA accepted breed. There is a lot of time and work that goes into this. You can read about that process on ARBA's website https://www.arba.net/standards.htm , in the Standard of Perfection, and a bit about that process may also be seen on websites of breed clubs for breeds that are working to become and ARBA accepted breed.
For example the Velveteen Lop is a newer breed. There is A Certificate of Development (COD) out for this breed, and they are working towards the Velveteen Lop becoming an ARBA accepted breed. Although the Velveteen Lop is not yet an ARBA accepted breed they can be shown at ARBA shows (check with the show secretary just to be sure, as well as you may need to provide the Velveteen Lops' working Standard. Because Velveteen Lops are not yet an ARBA accepted breed they would not be able to comepte for Grand Champion Legs and or Best in Show).
